Jinkus Felligan says 'Then I welcome ye into our noble order. Ye'll serve us well or spend an eternity in the dungeons o' the Tribunal. Are ye ready to [contribute to yer church] or do ye [wish to meditate] within our walls?

You say, 'I wish to meditate'

Jinkus Felligan says 'Then find yerself a spot out o' the way. Please dinnae obstruct the paths of others who wish to pay tribute to the righteousness o' the Tribunal.

You say, 'I am ready to contribute to yer church'

Jinkus Felligan says 'Ye'll help all o' Halas by doing the bidding o' this church. Go to Holana. Tell her [Jinkus sent] ye to assist her. She'll have worrk fer ye. Perhaps, if ye're planning on passing near Qeynos, ye can [make a delivery] as well?

This starts a seperate quest that I have called "Holana Oleary Clover Shipment Quest" and is detailed seperately.

Jinkus Felligan says 'The Church of the Tribunal works with the Qeynos Guards to apprehend fugitives. There's a new criminal on the loose, so we must send a wanted poster to Qeynos for them to display on the walls of their bank. Speak with Cindl about a piece o' mammoth hide parchment and with Greta about some ink and I'll prrepare the bounty poster.

Find Greta Terrilon outside McDaniels Smokes and Spirits store at 279.84, -322.96, 3.75. She says nothing in response to a direct hail.

You say, 'hail Greta Terrilon'

You say, 'I need some ink'

Greta Terrilon says 'Jinkus must've sent ye fer some of me special ink made frrom the pigment of th' datura flower. Ye may take some free o' charge as a donation to the church and to the will of the Tribunal as well.

Greta gives you the special Ink .

Find Cindl in Macs KIlts at 273.03, -169.66, 3.75

You say, 'hail Cindl'

Cindl says 'Welcome t' me humble shop, then! I offer fine items fashioned from the skins o' the beasts o' Everfrrost, I do. Leather is me specialty and I can always use the [extra hides], ye know.

You say, 'I need a piece o' mammoth hide parchment'

Cindl says 'Jinkus must've sent ye fer some more mammoth hide parchment fer his posters. Here, take it, free o' charge, as a donation to the church and to the will o' the Tribunal as well.

Cindl gives you the Mammoth Hide Parchment . Note that the reference to Extra Hides is the lead into the Cindl Polar Bear Skin Quest detailed seperately.

Give Jinkus Felligan the ingrediants and the response is:

You get given the poster by Jinkus Felligan to take to Qeynos. I gave the poster to Eracon Krengon at the bank in South Qeynos at 301.32, -441.76, 3.75 (but the quest also works with Dun at the bank) for the following response:

Eracon Krengon says 'Tis good that Jinkus has sent you with this poster. There has been talk of a Northman fugitive in the city. Take this list back to Jinkus so that our brethren in Halas are aware of the many criminals who have fled Qeynos and are still at large.

Eracon Krengon will give you a list of Qeynos most wanted to return with. You do not appear to be able to actually read this list. Returning to Halas and giving the list to Jinkus Felligan results in:

Jinkus Felligan says 'Ye're learnin' to serve the church well, young Initiate Runengetum . I grant ye yer holy symbol and the blessing o' the Tribunal that They may grant ye wisdom in serving Their will.

The reward given is an Initiate Symbol of the Tribunal, a Barbarian Shamen only item.
